because harvey dent died far away from the place where the joker was hanging from the building. and you sure know that phorensics can prove the excact time of death. so the only people left where gordon+his family and batman. the lie had to be believable so batman decided to blame himself for all of this

but the joker didn't die at the end of the movie. if they wanted to blame him they needed prove and as i said the joker was far away from dents place. there was no chance for the joker to kill dent.

Yeah, they'd have had everything to lose if they blamed Batman but nothing if they blamed Joker.
I gotta comment here, lol. this was one of the big emotional hits in this movie!!! maybe Batman didn't have to take it on, as far as evidence and legal action, but that was what the people of Gotham City needed. he was already not in public favor, and Joker too "unknown" they needed somebody to HATE to make sure everyone still LOVED Harvey and believed in him. they needed a tangible villain to focus on, and a "white knight" hero Batman couldn't be. Joker, too... I can't think of of the word but almost like an apparition ya know? not something solid the people of city could focus their hate on. that was the impact of the sacrifice Bruce made for his city, Batman as a good guy was not gonna do anything for Gotham
